INTRODUCTION

Welcome to this comprehensive overview of the EPSO Competition for Administrators (AD7) in the field of Data Management and Data Knowledge, with a duty station in Luxembourg.

Participants joined from across the EU, reflecting the broad interest in this specialised competition. The aim of this session is to clarify the purpose, structure and requirements of the competition, explain the work environment in Luxembourg, and guide you through the selection process.

This competition is unique, as all positions linked to the resulting reserve list will be exclusively based in Luxembourg. Candidates are therefore expected to be fully aware of the relocation implications before applying.

EPSO COMPETITION OVERVIEW

POSITIONS AVAILABLE (AD7)

The competition aims to establish a reserve list of 238 successful candidates for AD7-level roles in data management and data knowledge.
Being placed on the reserve list does not guarantee employment, but institutions regularly recruit from it based on vacancies.

 

WHERE WILL YOU WORK? 

All roles are located in Luxembourg, primarily in the Kirchberg district, where many EU institutions operate.

Why Luxembourg?
Luxembourg is a highly international and dynamic environment, but has a higher cost of living. Historically, some candidates declined job offers after learning that the duty station was Luxembourg. 

EPSO therefore clearly states from the outset that: all posts linked to this competition require relocation to Luxembourg.

MINIMUM STAY RULES
These are defined in the Notice of Competition:

  • Minimum 3 years before transferring within Luxembourg
  • Minimum 4 years before requesting a move out of Luxembourg (exceptions may exist but are not guaranteed)
  • Transfers require approval from both sending and receiving institutions

RELOCATION COMPENSATION
(Staff Regulations – Annex VII)

Provided you meet the eligibility conditions, EU staff relocating to Luxembourg may receive:

  • Installation allowance
  • Daily subsistence allowance (for the first months)
  • Travel cost reimbursement for relocating to the duty station
  • Removal expenses (transporting household goods)
  • Expatriation allowance, typically 16% of base salary

Eligibility for expatriation allowance depends on factors such as past residence, distance moved and duration of stay in previous locations.

 

WHAT WILL YOU DO? 

AD7 Data Experts contribute to the EU institutions’ data ecosystem. Just a few of the typical responsibilities listed in the NoC include:

  • Designing and operating ETL/ELT processes
  • Processing structured and semi-structured data
  • Managing ingestion pipelines and data dissemination systems

ARE YOU ELIGIBLE?

Eligibility consists of three key components: general requirements, language rules, and qualifications.

GENERAL REQUIREMENTS

To be eligible, candidates must:

  1. Be an EU citizen: You must hold the nationality of one of the EU Member States.
  2. Fulfil any military service obligations: If military service is required in your country, it must either be completed or an exemption must be proven.
  3. Meet the character requirements: You should possess the personal and professional qualities needed to perform the duties of an EU official, which includes security clearance if required for the position.

 

SPECIFIC REQUIREMENTS

LANGUAGE RULES

Candidates must demonstrate proficiency in at least two official EU languages:

Language 1

  • Any of the 24 official EU languages.
  • This is the language used for the reasoning tests (verbal, numerical, and abstract reasoning)

Language 2

  • A different official EU language.
  • This language is used for the Field-Related Test and the EUFTE
  • The most common choices are English, French, and German, but candidates can select any language they are proficient in.

When choosing your languages, consider:

  • Language 1: A language in which you can process information quickly (usually your mother tongue)
  • Language 2: A language in which you can express yourself clearly in writing, especially for the written test (usually one of the main working languages of the EU)

 

QUALIFICATIONS

You are eligible through one of the following routes:

  1. Three-year diploma in a listed field + 6 years’ experience
  2. Four-year diploma in a listed field + 5 years’ experience*
  3. Three-year diploma in another field + 7 years’ relevant experience

*Master's or PhD exception for point 2: a relevant Master’s or PhD meets the education requirement, even if undergraduate studies were in another area.

Relevant Experience

  • Experience counts only if it aligns with duties described in the Notice of Competition (Annex II).

EPSO will not pre-assess your profile before you apply. That decision is made later in the process, during the eligibility check stage, once you’ve already completed the exams. 

The selection board has final authority to determine eligibility.

WHY IS THIS A GREAT OPPORTUNITY? 

The EPSO/AD/426/25 – Administrators (AD7) competition offers an exceptional opportunity to build a career in the EU institutions. Since the assumption is that most of you will be relocating to Luxembourg for this job, there are a number of financial benefits to support your move:

  • Installation allowance – a lump sum to help you settle in.
  • Daily subsistence allowance – extra funds during your first few months to cover temporary costs while getting set up (finding housing, buying furniture, etc.).
  • Travel reimbursement – to cover the costs of moving to your duty station.

And perhaps the most significant one, the expatriation allowance, sometimes called the expat allowance. This is 16% of your base salary, which is quite a substantial amount.

Not everyone automatically qualifies for it, though. To receive it, you must move to Luxembourg from outside a certain radius (roughly 150–200 km) and meet a few additional conditions about how long you’ve lived elsewhere.

EPSO COMPETITION PHASES

Step 1 - Application

Candidates must submit their application through EPSO’s Single Candidate Portal (SCP). This system streamlines the process, allowing candidates to use a single profile for multiple competitions.

  • Deadline for Applications: 16 December 2025, 12:00 midday, Luxembourg time.
  • Supporting Documents Submission: 20 March 2026

Documents include:

  • Valid ID or passport
  • Diplomas
  • Employment certificates

All candidates who validate their application in time will be invited to the tests.

Step 2 - EPSO Tests

On a designated exam day, candidates will take a series of tests online, using their own computers. Failure to complete any test results in disqualification. These tests include:

  1. Reasoning Skill Tests (in Language 1):
    • Verbal Reasoning: 20 questions in 35 minutes.
    • Numerical Reasoning: 10 questions in 20 minutes.
    • Abstract Reasoning: 10 questions in 10 minutes.
    • To pass, candidates must score:
    • 10/20 for verbal reasoning.
    • 10/20 combined for numerical and abstract reasoning.
  2. Field-Related Multiple-Choice Quiz (in Language 2):
    • 30 questions in 40 minutes | Pass mark: 15/30
    • Questions will be related to duties listed in Annex II
  3. EUFTE (Written Test in Language 2):
    • Only Written Communications skills assessed.
    • Not a language test!
    • Public document: general EU matters - released by EPSO two weeks before exam date
    • On exam day write a written response to an assignment based on that document
    • Scoring done parallel with eligibility checks, 40 minutes, pass mark: 5/10

Overall scoring:

  • The reasoning skill tests are pass/fail and do not impact ranking.
  • Field-related MCQ test is competitive

 

Step 3 - Eligibility checks

EPSO verifies candidates’ eligibility by reviewing qualifications, work experience, and other required documentation. Only candidates with the highest scores on the FRMCQ will have their written test scored and eligibility checked - these two are done at the same time. 

The selection board compares:

  • Information declared in the application
  • Uploaded supporting documents

The board may request clarifications if inconsistencies arise.

Step 4 - Reserve list

Candidates who:

  • Reach all pass marks,
  • Achieve one of the highest FRMCQ scores, and
  • Are deemed eligible

are placed on the reserve list.

The EPSO Reserve List is not ranked: names appear in alphabetical order. Recruitment is then conducted by institutions based on their needs.

HOW TO GET THE JOB?

If your goal is to reach the reserve list in this highly competitive EPSO selection process, a well-structured preparation plan is essential. Based on years of experience supporting candidates, here are some practical recommendations to help guide your preparation and avoid common pitfalls.

Build a Consistent Study Routine

  • Aim for a 10–12 week preparation period, with around 1 hour per day or 10 hours per week of focused practice.
  • Begin with a diagnostic assessment to understand your starting point for each test type: verbal, numerical, abstract reasoning, and field-related knowledge.
  • Use your assessment results to prioritise which areas need the most work.

Structure Your Study Focus

  • If you find that multiple areas need improvement:
  • Avoid trying to improve everything at once.
  • Instead, divide your study time into phases – for example:
    • Weeks 1–3: Focus on numerical reasoning
    • Weeks 4–6: Shift to abstract reasoning
    • Weeks 7–9: Concentrate on verbal reasoning
  • Tackling one test type at a time helps maintain clarity and concentration, especially in the early stages.

Start with Strategy, Not Just Practice

Jumping straight into questions can be overwhelming if you don’t yet understand the logic behind the tests. Instead:

  • Start by learning the methodology for each test area through structured training.
  • Consider attending live classes or recorded webinars to understand how to approach different question types.
  • For the field-related MCQ use the Notice of Competition Annex II as a guide to what type of questions to expect.

This foundational understanding will make your practice sessions far more effective.

Key Advice for Test Day Success

  • Be consistent – candidates who regularly practise over time perform better than those who cram at the last minute.
  • Simulate real test conditions often to build speed and confidence.
  • Use high-quality materials that mirror the official EPSO format as closely as possible.

Q: I encountered a technical issue in the Single Candidate Portal when selecting my nationality. Is this a common problem?
A: Yes, several candidates reported similar issues. It was likely a temporary system error. Refreshing the browser, trying another browser, or retrying later usually resolves it. If the issue persists, candidates should contact EPSO directly.

Q: Are the field-related MCQs often unrelated to the actual expertise required?
A: The questions can be broad, but for this competition they are based on the duties listed in Annex II of the Notice of Competition. The test assesses core knowledge required for data-related roles, though the level of detail and breadth may still feel challenging.

Q: How long does a reserve list remain valid?
A: Typically for one year, but reserve lists are frequently extended if vacancies remain.

Q: Is there a breakdown of how many candidates are sought for different sub-profiles (e.g., data engineers)?
A: No. The competition does not contain sub-profiles. All candidates compete within the same profile.

Q: Which EU institutions in Luxembourg recruit from this reserve list?
A: Any EU institution based in Luxembourg may recruit, including the Court of Justice, European Court of Auditors, European Parliament, European Commission, and other bodies listed in the Notice of Competition.

Q: Can the EIB or EIF recruit from this list?
A: No. Those institutions do not recruit from EPSO reserve lists.

Q: What is the average rent in Luxembourg?
A: Rents vary considerably. A small apartment (around 40–50 m²) may cost €1,600–€2,200 in Luxembourg City. Larger flats in the centre can exceed €2,500. Rooms typically start from €700. Prices are higher in urban areas and slightly lower in neighbouring countries.

Q: What happens if someone leaves Luxembourg before completing the required 3–4 years?
A: Transfers before the minimum period are generally not approved. Exceptions are rare and must be agreed by both the sending and receiving institutions.

Q: Will the competency tests (MCQs) be explained? What is their format?
A: The competition uses 30 field-related MCQs in Language 2, taken online. Questions cover data governance, management, metadata, taxonomies, security, privacy, and relevant EU institutional context.

Q: Will this competition be managed by the new external IT provider?
A: EPSO indicated that the first competition under the new provider will be the Building Specialists competition, which preceded this one. This competition may still run on the existing setup.

Q: Can I apply for an AD5 or AD6 position if I pass this AD7 competition?
A: Yes, candidates may apply for any other EPSO competition in parallel. However, tests must be taken separately for each competition, as results do not carry over.

Q: Do I need an ITIL certificate?
A: It is not formally required, but can be an advantage depending on the job.

Q: Do I need to provide proof of language proficiency?
A: Generally no formal certificates are required unless specifically requested. The written test itself demonstrates proficiency in Language 2.

Q: Is remote working possible?
A: Limited teleworking may be allowed, depending on the institution. However, candidates must reside in Luxembourg or within commuting distance. Full remote work is not permitted.

Q: Is there an EU Knowledge Test?
A: No. There is only a field-related MCQ test.

Q: Can I telework from France, Germany, or Belgium?
A: Cross-border teleworking is possible for a limited number of days per week, depending on institutional rules and tax considerations.

Q: How is professional experience counted?
A: Experience is counted up to the application deadline (16 December 2025). The length of required experience depends on the education route chosen, as listed in the Notice of Competition.

Q: Does teaching count as relevant professional experience?
A: Only if the tasks clearly relate to the duties in Annex II (e.g., data governance, information management). But best to get an official response about this from EPSO, you can contact them directly here.

Q: Do freelancers need proof of experience?
A: Yes. Proof may include contracts, invoices, portfolios, or other verifiable documents. EPSO may request additional clarification.

Q: Is experience calculated until the supporting documents deadline (20 March 2026)?
A: No. Experience must be met by the application submission deadline (16 December 2025).

Q: What if my degree is not directly related to IT or data?
A: You may still be eligible if you have sufficient relevant work experience. Some routes require an additional year of experience for less directly relevant degrees. Check the Notice of Competition or ask EPSO directly.

Q: Are PhD years considered professional experience?
A: EPSO may count PhD work as experience depending on the nature of the tasks. It must be relevant to the duties listed.

Q: How important is the field-related MCQ test?
A: Very important. The ranking is based primarily on MCQ scores. The written test is pass/fail.

Q: Will preparation platforms offer mock tests?
A: Yes, EU Training is preparing MCQ and reasoning practice materials.

Q: Are study materials available in French?
A: Reasoning materials are available in multiple languages, but field-related MCQs are usually in English only.

Q: Can I apply to multiple competitions at once?
A: Yes. Applications and tests are treated independently.

Q: Does more work experience help if candidates have similar scores?
A: No. Experience is only checked for eligibility. Selection depends on test scores.

Q: What happens if I already live in Luxembourg? Do I still receive expatriation allowance?
A: Candidates who already live within the defined radius may not qualify. Eligibility is strictly based on Staff Regulations.

Q: What documents must current EU officials provide?
A: They must upload all required documents again. EPSO does not import files from Sysper.

Q: Can I apply if I am still waiting for my EU citizenship to be finalised?
A: You must hold EU citizenship by the application deadline and be able to provide valid proof.

Q: Will the competence area test include both technical and process-oriented knowledge?
A: Yes. Questions may cover both technical data concepts and governance/process-related topics.

Q: If one test (e.g., abstract reasoning) fails to load due to a technical issue, is the candidate disqualified?
A: Candidates must complete all tests. If a technical fault occurs, it must be reported immediately to the proctoring service and EPSO.

Q: Are MCQ tests computer-based?
A: Yes. All reasoning and field-related tests are online and remotely proctored.

Q: Will questions differ according to background?
A: No. There are no sub-profiles; everyone receives the same questions.

Q: Will all tests take place on the same day?
A: Yes. Reasoning, field-related MCQ, and written test are all scheduled on one exam day.

Q: Do you recommend any resources for preparing for MCQs?
A: The Notice of Competition (Annex II) is the primary source. EU Training will also have field-related MCQ practice questions ready soon.

Q: When will candidates receive the written test (EUFTE) background document?
A: EPSO usually releases the document about two weeks before exam day.

Q: Does a Master’s degree in progress count?
A: No. Degrees must be completed for eligibility.

Q: What if I cannot obtain an official job description from my employer?
A: EPSO accepts various forms of proof, such as contracts or service certificates, as long as duties can be clearly verified. Best to check with EPSO directly though, here.

Q: Is there only one field-related test for all participants?
A: Yes, only one. There are no subprofiles in this competition, only one main profile - so all candidates will have the same tests.

Q: Can I live in Brussels and commute a few days a week?
A: This is a Luxembourg-specific competition, so the answer is most likely no. But you can specify this at the recruitment stage if you get on the Reserve List.

Q: Can I move to another duty station (e.g., Brussels) after a few years?
A: After four years in Luxembourg, candidates may request transfers, subject to institutional approval.
